Vice President Inspects Solar Power Project in Oudomxay Province

Accompanying him were Mr. Bounkhong Lachiemphone, Secretary of the Oudomxay Provincial Party Committee and alternate member of the Party Central Committee; Mr. Zhang Sheping, Consul General of China in Luang Prabang; and other senior officials. The delegation was warmly welcomed by representatives from CGN Energy Technology Lao Co., Ltd., the developer of the project, who presented a progress report.

The Clean Energy Connection Project spans seven villages—Kiew Chalu, Chom Ong, Kiew Jaep, Nathua, Nambotakai, Houay Soi, and Mak Chuk—across Xay and Namo districts. The development covers a total area of over 2,090 hectares, of which 1,009 hectares are actively used. Compensation has been provided to 349 families for land use, covering 956 plots (2,022 hectares in total).

Phase 1 of the Northern Region Clean Energy Project aims to install 1,000 megawatts (MW) of solar capacity, with an estimated annual generation of 1,700 gigawatt-hours (GWh) of electricity. The concession agreement for the project was signed on September 12, 2024.

As of now, 45% of the construction has been completed. Key infrastructure developments include:

Full completion of the station site excavation (3.32 hectares), 45 pylon foundations, transformer bases, environmental green zones, and solar zone groundwork.

51.96% completion of erosion-control rock mesh, 39.21% completion of the production building, 34.63% completion of boundary walls.

12.12% completion of solar panel support structures, 6.57% installation of solar panels (equal to 85.41 MW installed).

84.7% completion of road infrastructure (90.643 km in total), 43.1% completion of transmission tower base excavation (25 pylons), 41.38% completion of concreting works for 24 pylons, 45 transmission towers installed, representing 7.76% of total planned.

The project also includes construction of a forest fire prevention observation post for monitoring environmental conditions and enhancing site safety. A concrete road has been built to improve access and logistics for transporting materials and equipment.

The solar power plant is expected to begin selling electricity commercially by the end of 2025.
