KPL The National Assembly has officially promulgated the 2025 Constitution following thorough deliberation during the 2nd Extraordinary Session of its 9th Legislature.

(KPL) The National Assembly has officially promulgated the 2025 Constitution following thorough deliberation during the 2nd Extraordinary Session of its 9th Legislature.
President Thongloun Sisoulith formalized the enactment through Presidential Decree No. 037/P on 22 March 2025. A press conference held on 27 March in Vientiane highlighted the Constitution’s historic significance, with Mr. Chaleun Yiapaoheu, Vice President of the National Assembly and Head of the National Constitution Amendment Committee Secretariat, outlining its key objectives: strengthening state governance efficiency through comprehensive reforms; enhancing national protection, development, and regional and international economic integration; and promoting an independent, self-reliant economy in the new era as well as aligning the legal framework with the Party’s renovation policies and state governance in the new era.
The Constitution redefines local leadership titles with provincial governors, district governors and village chiefs renamed chairpersons of provincial, district and commune administration committees, respectively.
Mr. Chaleun urged all the Lao people to strictly adhere to the Constitution and laws, fulfill their civic duties to safeguard national development, uphold patriotism and unity to overcome challenges and advance the self-reliant economy vision.
The 2nd Extraordinary Session of the National Assembly also approved amendments to the Local Administration Law and Civil Servant Law.
