The event aims to preserve and promote the rich art, culture, traditions, and customs of Bokeo Province's diverse ethnic groups. It also seeks to connect local heritage with international culture and art, offering visitors a chance to experience the unique beauty of the kapok tree (Dok Ngiew) and its vibrant red blossoms during their peak season.

In Lao culture, the kapok flower symbolizes wealth, courage, and elegance. The festival serves as a platform to promote sustainable tourism, cultural heritage, and the economic development of the province. Since its inception in 2000, the Kapok Flower Festival has been successfully held 21 times. It remains a cherished tradition, celebrated every year from late January to early February. The event reflects the pride of the people of Bokeo Province, who welcome both domestic and international tourists to experience its charm.
