The event was attended by Mr. Phonchattawa Paenkham Budchanphaeng, Acting Governor of Bokeo Province; Mr. Khamphaya Phompanya, Deputy Governor and Chairman of the Provincial National Heritage Committee; along with Party-State leaders from provincial, district, and village administrations, local organizations, tourism operators, and relevant technical staff.

Mr. Silat Saengdala, Head of the Provincial Information, Culture and Tourism Department, reported on the preparations for the official recognition. He highlighted the historical background of the site, noting that it is one of three French military camps built between 1920 and 1930 in the northern provinces of Laos. Originally called "Red Camp" at Huay Sai, it was later renamed Camp Ten, or Camp Upatham, after the country’s liberation.

The camp has been preserved as an important reminder of the national liberation struggle and remains one of the few historical sites retaining its original condition. The Provincial Information, Culture and Tourism Department, in coordination with the Heritage Department of the Ministry of Information, Culture and Tourism, unanimously agreed to register and officially recognize the camp as a provincial-level heritage site of historical significance.

Speaking at the ceremony, Acting Governor Phonchattawa emphasized the importance of conserving and restoring the site while promoting it as a cultural and tourism landmark.

“In order to conserve, preserve, restore, and promote tourism sites, as well as maintain traditions and the beautiful arts and culture that are uniquely Lao at both national and local levels, we call upon all Lao people in Bokeo Province to unite in managing and preserving this heritage,” he stated. “Through collective effort, we can ensure that our national treasures remain secure and enduring for future generations.”
