(KPL) During his remarks at the 11th Provincial Party Congress of Sekong Province on August 29, 2025, Comrade Sonexay Siphandone, Politburo Member and Prime Minister, emphasized that Sekong Province must firmly uphold the Party’s ideals, elevate the leadership capacity and exemplary role of Party committees at all levels, strengthen patriotic spirit, and accelerate efforts to build an independent and self-reliant economy (ISRE).

The Prime Minister highlighted the importance of educating people of all ethnic groups to embrace patriotism and unity, while remaining vigilant against activities of ill-intentioned groups seeking to undermine solidarity and the democratic system of the Party. He stressed the need to raise awareness in implementing Party guidelines and state policies, and to oppose attempts to exploit ethnic, religious, drug, and human rights issues for the purpose of creating division and harming people’s livelihoods.

He urged Sekong Province to build a solid economic foundation for sustainable growth by urgently addressing pressing economic and financial difficulties, fully exploring and developing internal provincial potential, and planning regional development through the designation of focused development zones to create stronger economic linkages. At the same time, the province should create favorable conditions for entrepreneurs, families, and merchants in production and trade, reduce unnecessary bureaucratic procedures, and improve tax collection, fees, and transportation costs to be more transparent and appropriate.

Comrade Sonexay also called for further development in the cultural and social sectors, with an emphasis on sustainable development indicators in education and public health. He underlined the need to address school enrollment and dropout rates, improve the quality of medical care, and implement policies that recognize and support employees with outstanding achievements and virtues. He further emphasized the importance of providing assistance to disaster victims and mobilizing society to take better care of the poor and disadvantaged.

The Prime Minister highlighted the importance of developing skilled labor to meet labor market demands, including those from new investment projects in the province. He also urged the setting of appropriate wages in both public and private sectors to align with socio-economic development needs. He stressed continued efforts in national defense and security, law enforcement, political base-building, and comprehensive rural development in connection with poverty reduction and the “Three Builds” directive under the framework of four contents and four targets.

Comrade Sonexay Siphandone concluded by stressing that the Sekong Provincial Party Organization, under the leadership of the 11th Provincial Party Executive Committee, must strengthen unity, foster comprehensive transformation, and promote organizational development to reinforce the people’s democratic political system. He warned of the need to address risks facing the Party and State, including poverty, social inequality, debt, corruption, and other challenges, in order to strengthen public trust and confidence in the Party’s leadership.
